How to remove the basic license assigned to a user

My company has a block of Standard licenses that we use. We recently had a new PADSystem user get configured in the system but they were assigned a Basic / Trial license somehow. This difference in licenses is causing problems when she tries to open up drawings from others on her team. She gets an error message "The License you are using has a lower grade than the work you are trying to open."
